That is the old Beckett oil burner oil pump strainer sitting on the oil pump, it just slides off
Even though I know you are smart enough to know you should not just remove the strainer and not replace it with a new one, I need to say DO NOT run the oil burner with out the strainer, unless you want to buy a new pump, nozzle and nozzle assembly
